I need to create a 1099 for an individual that got a finders fee for a property I sold. How to I do this?

An estate agent was not involved in the sale, but someone gave me a reduction in profits. He said I need to create a 1099 for him, so I can set up their share of sales. . . . found taxed on actual income from the sale (who gave me his SS #). Is there anything I can do online? I checked the IRS website, but I have a little “confused. Thanks
