Without money the best way would to wait for him to file a tax return. If this is for something like child support. Nothing like waiting for a return and to find out it has been sapped by back child support. You’ll have to start a court case in which you can pin the cost onto him but, you will have to cover up front money. Just post the court date and stuff in the newspaper too in his area and if he doesn’t respond then the court should see that as sufficient as to not show up to court. Works with adoption claims on the newspaper thing.
