I can do just as well with a certificate that I can be a degree in web design? How can I become a successful freelancer in web design? What are the 3 places that are excellent at 100% to find freelance work web design?

In order to find work, you are going to need to show off your Talent as a designer. Put together a portfolio of work, and then build a site using your talent as a showcase.
The best way to get work is by word of mouth. If you’ve done a good job, people will be more than happy to recommend you.
I don’t know what country you live in, but here in Australia, we have several Design forums where freelancers can advertise their services, and also companies can advertise jobs they have available. I’d look online for something like this in your area.

Offering lower prices when you are just starting up is a good idea in my opinion because referrals from happy clients is definately the best way to get more business. Plus you can usually gain back links to your website this way by putting one on each website you design which will help your website fare better in search engine results amongst the many, many website designers around the world.
